Iming Maknawan Tesalonika is a Partner at De Raja Ming Law and Tax Firm, bringing more than 30 years of experience advising governments, state-owned enterprises, multinational corporations, and international institutions on infrastructure development, energy projects, and public–private partnerships (PPP).

He is widely recognized for his role in structuring complex, policy-driven transactions and navigating multi-layered regulatory frameworks. His work frequently involves bridging legal design, regulatory reform, and commercial implementation in large-scale development projects.

Iming’s practice focuses on infrastructure and energy law, PPP structuring, project finance, capital markets, arbitration, and cross-border commercial matters. Over the course of his career, he has been deeply involved in national infrastructure initiatives, special economic zone development, power sector reforms, and major utility and energy projects, acting both as transaction counsel and regulatory advisor.

He holds advanced degrees in law, management, and comparative law from leading institutions in Indonesia and Asia, including the National University of Singapore and the Asian Institute of Management. He is also a sworn Indonesian–English legal translator appointed by the Governor of DKI Jakarta.

In addition to his legal practice, Iming is an active lecturer, speaker, and policy advisor on infrastructure regulation, investment law, and international commercial contracts. He has lectured at several universities and professional institutions and regularly contributes to discussions on PPP regulation, infrastructure policy, and international investment frameworks.

  Served as PPP Legal Specialist, conducting legal research and advising on regulatory frameworks for public–private partnership infrastructure projects.
• Special Economic Zone Development (Indonesia)
  Acted as PPP Legal Advisor to the National Council for Special Economic Zones in the development of SEZs such as Tanjung Lesung and Sei Mangke.
• BPJT Toll Road Concession Framework Review
  Provided legal analysis and recommendations for toll road concession contracts and availability payment structures in cooperation with the Indonesia Toll Road Authority and the Indonesia Infrastructure Initiative.
• Power Sector Restructuring Policy (ADB Program)
  Served as Indonesian Legal and Regulatory Consultant, assisting in the development of regulatory frameworks and draft legislation supporting power sector reform.
• Batam Drinking Water Infrastructure Project
  Acted as Legal Advisor to the Batam Authority in preparing the operation and maintenance contract and tender structure for the Batam drinking water system.
• Coal Terminal BOT Project – Cigading Port
  Provided legal advisory services for the Build–Operate–Transfer (BOT) structure for coal terminal infrastructure.
• South Sumatra–West Java Gas Pipeline Project
  Provided legal services related to supply agreements and regulatory aspects for gas transmission pipeline development.

  Represented clients in international arbitration proceedings and cross-border commercial disputes involving infrastructure and energy companies.
• Foreign Investment Projects in Mining and Energy
  Advised international investors on coal mining, gold mining, and energy investment projects in Indonesia, including licensing, regulatory compliance, and joint venture structuring.
